In addition to your list, I found the following three articles to be useful:

Arnold, Mark J. and Kristy E. Reynolds (2003), “Hedonic Shopping Motivations,” Journal of Retailing, 79(2), 77-95.
The authors did a great job of explaining how they constructed their scale.

Churchill, Jr., Gilbert A. (1979), “A Paradigm for Developing Better Measures of Marketing Constructs,” Journal of Marketing Research, 16(1), 64-73.
Fabulous suggested procedure outline on page 66

Clark, Lee Anna and David Watson (1995), “Constructing Validity: Basic Issues in Objective Scale Development,” Psychological Assessment, 7(3), 309-319.
Was very helpful in clarifying my understanding of the theory and concepts

    All the best, Francee

This issue came up on one of the lists some time ago. I did not keep the questions or respondents (apologies), but here are the references that were shared at that time:

    Scale development

    Church, A. H. & Waclawski, J. (1998). Designing and using organizational surveys: A seven-step process. San Francisco, CA: Jossey-Bass.

Fowler, F. J. Jr., & Cosenza, C. (2008). Writing effective questions. In E. D. de Leeuw, J. J. Hox, D.A. Dillman, (Eds.), International handbook of survey methodology, (pp. 136-160). New York, NY: Taylor & Francis Group.

The online guide that Survey Monkey provides is also surprisingly good for question writing.

On of my mentors wrote a book called "taking the measure of Work"
might be helpful which you can purchase or borrow from your entities'
library. Here is this link if you want to purchase the compilation of
    validate instruments>

Also, there is "Research in Organizations" which has a chapter on the
methodology for developing instrument by Hinkin. You might be able to
get the article or bowwow the book or buy it for this book is a very
good reference. See purchase info following >>>>

Not so much an article on scale development as it is an informative example of "how."
