defining mid-level/elite leadership

I'm working with a colleague to develop a research project where we would like to sample mid-level and elite-level leaders in a  number of different organizational settings and industries (e.g., finance, medicine,  and academia). We're having difficulty identifying consistent criteria which we can use across multiple settings to determine who would fit into the sample. Has anyone else dealt with this in their own research? What are there criteria that have been used in other studies (e.g., number of people supervised, job title, etc.)?

Any insights and particularly any published work which uses specific criteria like this would be appreciated.

    Thanks,

    Denise
