    'leadership potential' of their subordinates.

    Any validated leadership scale could be used to measure potential.  They indicate where a person is on various aspects of the domains being assessed and were improvement might be needed.  The appropriate scale to choose would be the one that taps the domain of leadership that you would like to assess.  Theoretically it would be impossible to have a scale that captures "leadership potential" as we all know that leadership is a very multidimensional construct with different determinants depending upon the needs of the organization, followers, and outside stakeholders.  Therefore, I would suggest you look in the literature for leadership traits or behaviors that have been shown to be predictive of group and leader performance in the sector in which you are assessing potential and measure it this way.
