  • 1.  performance appraisal in the public sector

    Dear colleagues,

     

    I am organizing a short postgraduate course on HRM practices for the public sector. One important element of the course would be techniques and practices of performance appraisal in the public sector. I plan to present to the students performance appraisal cases and examples from a number of different countries. For this reason, I am wondering whether you could help me collecting some examples of performance appraisal programs used in the public sector in your countries, i.e. what do they evaluate, who participates in the performance appraisal, which are the criteria of performance appraisal, specific metrics, evaluation forms, etc.

    Olivia,

     

    I spent over 20 years working in the public sector as an organizational manager.  I can tell you from this experience that adequate performance management in the public sector is severly lacking.  Although most agencies do some form of appraisal, their system of managing performance is underworked.  For example, in one agency where I worked, performance management entailed being handed a performance appraisal instrument that was already completed and being told to sign it. 

     

    Today's economic situation has resulted in a lack of viable rewards in the public sector.  Even when the system talks about these rewards, budgets do not allow for dissemination.  Other areas that lack are developmental plans, strengths analyses, matching job measurement criteria with vision and mission, and outlining the factors that determine performance (ie. Declarative, Procedural, and and Contextual Knowledge).

     

    You might want to check with Texas Tech University.  They have implemented a good, thorough performance management system.

     

    I am in the process of performing research for a study on performance management systems in the public sector.  I will be glad to share the results with you when complete.  However, I understand that this does you no good now.
