I made a similar observation when I worked on a generic model of organizational culture (see also 'A Generic Theory of Organizational Cutlure'; freely available at
http://ssrn.com/author=1588580).
I mainly found papers that discussed single- and double-loop learning from a more theoretical point of view. I hardly found studies that directly measured/operationalized these two processes. Currently I search for scales to measure organizational single- and double-loop learning. However, so far, I could only find scales that measure 'organizational learning', but not these two processes as separate variables.
Probably someone can also provide references related to this issue. I will compile a file with all suggested references, which I can share with you.

I am reading a dissertation that states that almost no empirical studies have looked at whether the two types of learning are affected differently by organizational or individual variables.
