    Hello Jeanine,

    I think you will find the following paper helpful, I believe it
    includes their measure. It's by Lynda Aiman-Smith et al.: Assessing
    Your Organization's Potential for Value Innovation,
    Research-Technology Management, 2005, pp. 37-42. Let me know offline

    Hi Jeanine,

    We have used a five item measure from Hurley, R., & Hult, G. T. M. (1998).
    Innovation, market orientation, and
    organizational learning: An integration and empirical examination. Journal
    of
    Marketing, 62(3), 42-54. in the following paper:

    Škerlavaj, M., Song, J.-H., Lee, Y. (2010): Organizational learning
    culture, innovative culture and innovations in South Korean firms. Expert
    Systems with Applications, 37(9): 6390-6403,
    doi:10.1016/j.eswa.2010.02.080.

    Initial 5 items were in our case reduced to three (B.III 1, 2 and 5) with
    CRI=0.88 and AVE=0.79 .

    B.III. Innovative culture
    1. Innovation proposals are welcome in the organization
    2. Management activelly seeks innovative ideas
    3.(R) Innovation is perceived as too risky and is resisted
    4. People are not penalized for new ideas that do not work
    5. Program/project managers promote and support innovative ideas,
    experimentation and creative
    processes
