This is a great question! The way I've handled this issue in the past is by doing a variant of what you mentioned in your posting: I give students hundreds (literally) of multiple choice and short-answer questions as well as cases at the beginning of the semester and tell them the exam will include a subset of those. The questions are very diverse in terms of content and also format so that students are not able to simply "study for the exam." In my view, if they know the answers to all those questions, I am satisfied that my course's goals have been achieved. This approach is consistent with the training literature because these questions are "advance organizers" for the material they will be studying throughout the semester.
