There's a paper on this matter:
Summerville & Roese (2008). Self-report measures of individual differences in regulatory focus: A cautionary note. Journal of Research in Personality, 42, 274-254.

Onderwerp: [OB-LIST] selection between two questionnaires measuring regulatory focus
Hi, I'm going to include measures of regulatory focus in a study
using college students as subjects, and I'm now having some difficulties
in choosing between two questionnairs. One was Regulatory Focus
Questionnaire (RFQ)developed by Higgins et al.(2001) and the other was
Promotion/Prevention Scale from Lockwood et al.(2002). RFQ focus more on
the subjective success history which may lead to promotion pride or
prevention pride, while Promotion/Prevention Scale seems to tap into
something more general and appears to be more direct in measuring
regulatory focus, but it also seems to have overlaps with the measures
of "Dispositional Optimism" such as LOT. Are there any recommendations or
comments about these measures? Thanks.
