Hello everyone
Does anyone on the list know of any literature/case studies/examples of the transformation of a bureaucratic organisation (where the employee mindset is one of entitlement and complaining) to a "high performing"/highly engaged workplace? It doesn't matter how old the literature is, given that the organisation I am thinking about is often likened to the civil service of the 1970s.
