We have been using the survey tool Unipark (http://www.unipark.info/) lately
with quite good experience.
Via cookies it does offer the possibility for participants to save their
answers and to return to exactly where they have left off at a later point
in time.
Unfortunately it is not a free survey tool though as it requests a half year
(minimum) subscription.

Dear colleagues
I am looking for a web survey software (like, say, survey monkey) that
fulfills the following criteria:
1. the possibility for participants to save their answers so far and return
to exactly where they have left off at a later point in time (I understand
surveygizmo does that, any experiences with that? Any alternatives?)
2. secure links/server
