Yet another option that you might consider, depending on your research question, is the empowering leadership scale by Pearce and Sims (2002), which measures two distinct (though related) aspects of empowering leadership: encouraging independent action and encouraging self-development (see also van Dijke, De Cremer, Mayer, and Van Quaquebeke, 2012). I personally tend to favor this measure over others because the items have less conceptual overlap with other "good" leadership behaviors. In other words, I feel it best captures the essence of empowering leadership, which is to give employees influence over their own functioning.

Charmi, Brad provides great suggestions. If empowering leadership is the
focus of your research, one of the measures he suggests would be best.
However, if empowering leadership is one of a number variables to be
measured and you want a short (4-item) empowering leadership measure, you
might consider the items measuring the empowering leadership dimension from
our servant leadership scale (items 2, 9, 16, and 23 from the attached).

You've got a few different choices here, so like always you'll have to do
some homework to decide which one is suited for your research question.
Below are three to get you started - I'll rely on the group to add more
suggestions or point out any other salient issues (of which I'm obviously
unaware).
1. Kirkman, B. L., & Rosen, B. (1999). Beyond self-management: Antecedents
and consequences of team empowerment. academy of Management Journal, 42(1),
58-74.: In this paper the measure is actually referred to as "external
leader behaviors", but the items (see attached) conceptually align with the
empowering leadership construct. Later studies have relabeled the items
accordingly (see Harris, Li, & Boswell, in press at Personnel Psychology for
one [self-promoting] example).
2. Arnold, J. A., Arad, S., Rhoades, J. A., & Drasgow, F. (2000). The
empowering leadership questionnaire: The construction and validation of a
new scale for measuring leader behaviors. Journal of Organizational
Behavior, 21(3), 249-269. - A shortened measure was used in Srivastava,
Bartol, & Locke (AMJ, 2006). I've attached the full item list.
3. Ahearne, M., Mathieu, J., & Rapp, A. (2005). To empower or not to empower
your sales force? An empirical examination of the influence of leadership
empowerment behavior on customer satisfaction and performance. Journal of
Applied Psychology, 90(5), 945. - They use a 4-dimensional measure
consisting of 10 items. Zhang & Bartol (AMJ, 2010) have also used these
items fairly recently.
I imagine there are several others, so this list is by no means meant to be
exhaustive. Nonetheless, I hope it helps!
