    Posted 02-15-2009 17:20
I have two graduate students interested in research on organizational
change in large government institutions. Their specific interests are in
the U.S. military and the European Commission.

This is not my area of expertise, but I would like to be helpful. Can
anyone suggest theoretical/empirical literature that might be particularly
    useful to them?

    My thanks in advance,
    Hannah

Hannah, I recommend: Kotter, J.P. & Cohen, D.S. (2002). The heart of change: Real-life stories of how people change their organizations. Boston, MA: Harvard Business School Press.  Also, they might find the accompanying Field Guide helpful:  Cohen, D.S. 2005). The heart of change: Tools and tactics for leading change in you organization.

    Good luck!

    Hannah,

A good introductory overview of the change literature in public
    administration is:

Sergio Fernandez, Hal G. Rainey, "Managing Successful Organizational
Change in the Public Sector," Public Administration Review, Volume 66,
    Issue 2, Date: March 2006, Pages: 168-176.

It's written expressedly for a practitioner audience but your students
may find it and its extensive reference list helpful.

    Hi Hannah,

This article might be useful because it examines a case of
organizational change in a large government agency: the police force.

Metz, I. & Kulik, C.T. (2008). "Making public organizations more
inclusive: A case study of the Victoria police force", Human Resource
    Management, Vol. 47, 369-387.

    All the best.

I'd look at Weick's Annual Review of Psychology piece on the topic for
    starters.
