I saw your post and was curious whether you received any helpful leads.
I research ethical decision making as well and have yet to find a scale
of moral intensity/severity (Jones, 1991) that I really like.
Kohlberg's framework doesn't tap into what I'm looking at, and many of
the framing decision-making tasks are constructed as binary decision
tasks (like the trolley dilemma, etc.) In any case, if anything helpful
came your way, I'd love to know of any good moral dilemma tasks.
