While it is possible that someone from the OB list will offer your assistance, the typical route is to first ask colleagues and then submit your paper to a conference.
As a reviewer for many conferences and publications, I believe it is accurate to say that conferences are more prepared to accept a work in progress than a journal, who expect a finished product.
Not only will you get a written review from the conference peer review process, but, if you are successful and present your paper, you will have rich feedback from your audience.
I would offer to review your paper, but, not knowing the topic of the paper, I do not know if I have the relevant theoretical background.
