Can I recommend my own textbook, which is just about to publish in its sixth edition as:
Andrzej Huczynski and David Buchanan, Organizational Behaviour, Financial Times Prentice Hall, Harlow Essex, 2007.
This has been designed for use at MBA and undergraduate levels, and takes a broad social science perspective which emphasizes theory, a critical-challenging approach, and the application of models and frameworks in practical management and organizational contexts. It is not a public sector treatment exclusively, although some examples come from the public sector. (Most of my current research work is in healthcare.) Our experience is that public sector managers want to be exposed to commercial practice, and vice-versa, rather than just study other public sector organizations.
